Invest Durban Welcomes Vitol Interest as South Africa’s Refining Capacity Declines

Invest Durban has welcomed renewed engagement with Vitol Group, signalling potential foreign direct investment (FDI) opportunities for the region’s energy sector at a critical juncture.

In a statement, Invest Durban said: “As Invest Durban, we have had the pleasure of working with Vitol Group previously on multiple potential FDI projects, and are very pleased with the continued engagement.” The agency added that such partnerships are key to unlocking infrastructure development and reinforcing Durban’s role as a strategic energy hub.


The renewed interest comes amid a sharp contraction in South Africa’s refining capacity. According to Moneyweb, nearly half of the country’s refining capability has shut down in recent years. This includes the closure of the 120,000 barrel-per-day Engen Refinery, which has historically been a cornerstone of fuel supply in KwaZulu-Natal.


A combination of ageing infrastructure, rising operational costs, and evolving environmental regulations has made it increasingly difficult for local refineries to remain viable. As a result, South Africa has shifted towards greater reliance on imported refined fuel—raising concerns around energy security, pricing volatility, and long-term sustainability.


Durban’s position as a major port city continues to make it a focal point for potential investment. With established logistics infrastructure and access to global shipping routes, the city remains well-placed to support large-scale energy projects, including storage, distribution, and alternative energy developments.


The possible involvement of Vitol, a global leader in energy trading and infrastructure, could play a significant role in reshaping the sector. While no formal projects have been confirmed, ongoing discussions suggest opportunities that may help restore capacity, drive economic growth, and create employment.


As South Africa navigates a complex energy transition, collaboration between public institutions and international investors will be essential to rebuilding resilience in the fuel sector.
